You should be working in the sector to complete an NVQ. Most healthcare employers could find you a 'train to gain' funded place, or try your local college of further education.

You did not state whether or not you have a Yellow Card at present. You could register as a student on a Yellow Cards, however, as you are Romanian (EU Citizen) who has been living in the UK for two years, you may have other options and should take advice from an OISC registered immigration adviser.

I am a romanian national working as self employed in UK for the last two years. I want to register for NVQ level 2 in health and social care. Where do I start from? do I have to first register with the home office as student then look for a care assistant job and then register on the NVQ? I am really confused. Dont know where to start from. Thanks

What kind of courses? Are they employer funded courses? If government/agency funded the funding organisation should check before approving any funding. Many free courses are offered to all migrants and are funded b the ESF (European Soical Fund).
If in doubt seek further advice from an immigration adviser ormthe IAS.

Are work permit holders who are here for more than four years who took NVQ and other short courses offered free in breach of their visa agreement which states that there should be no recourse to public funds?
